It is the county seat.

The community was named for Fort Steuben, which was named for Baron von Steuben, who trained Washington's troops during the Revolution.

Early growth kept pace with the river traffic.

Steubenville became a steel town in the mid-19th century.

Air pollution, caused by the steel plants, led to high mortality rates in the region. Health reseearchers began conducting in-depth studies here, which helped bring about legal limits on mercury emissions.
